Description: AbstractPolygon geometric features created to represent buildings visible in the PAPHIL15-LEAF-OFF imagery.Data DevelopmentData was captured from AccuPLUS Orthomosaic tiles created off PAPHIL15-LEAF-OFF imagery, flown by Pictometry. Decks are included within the building outline polygon. Key attribute field names and descriptionsPRIMARYIND: Field Type –Double; Unique Identifier for building outlinePARCEL: Field Type -String; The name of this field will match the associated field in the client’s parcel file (as identified by the client) and will contain the associate record ID. This field will be blank for clients that do not provide an electronic parcel file for processingFCODE: Field Type –String; Identifies the feature type by code. Codes defined by customerX, Y (two separate fields): Field type –Double; Identifies the geographic center of the outline polygon Area: Field Type –Double; The area enclosed by the outline polygon in the unit of the map coordinate systemBASE_HGT: Field Type –Double; Elevation of the lowest point of the earth’s surface within the building’s footprint (including a small buffer dependent upon the GSD)AVG_HGT: Field Type –Double; Numeric Average Elevation of all relevant non-ground points within the building’s footprint minus the BASE_HGT measurement for that buildingMAX_HGT: Field Type –Double; Numeric Maximum Elevation of all relevant non-ground points within the building’s footprint minus the BASE_HGT measurement for that buildingFCODE Key1810 = Building1830 = Tank Targets of ServiceThe following structures of 150 sq. feet (14 sq. meters) or larger and five pixels wide or larger (based on imagery with 12-inch/30 cm GSD or better) are targeted by the ChangeFinder process.Residential, commercial and industrial buildingsIsolated garages, mobile homes, shedsGreenhouses and silosBuildings under construction that at least have wallsTrailer boxes with windows or doorsOther features with a roofAdditionally, the following structures are targeted if/when identifiable (included within building outline):Attached decks or porches that have a roof or railing or are visibly raisedThe following structures are NOT targeted by the Building Outline Creation service:Vehicles, boats, shipsDocksPaved areas, including patios without a railing or wallBare ground surrounded by a fence or wallSteel tower/frames, antenna, cell phone towersChanges in the vertical direction (e.g. a one-story building that is renovated to a two-story building)BillboardsTombstonesTemporary tentsTrailer boxes (temporary/storage)Structures or components that are invisible or unrecognizable due to image resolution, quality or artifacting from the mosaicing process (in cases where client-provided orthomosaic tiles are used as part of the process) or are obscured from view are not targeted by the service.Pools (unless PoolFinder is purchased with the project)Building Outline Creation AccuracyPositional accuracy: Offset from the imagery less than or equal to five pixelsGeometric accuracy: Length of untraced edges less than or equal to five pixelsError rate: Ratio of positionally/geometrically inaccurate buildings and missed buildings less than or equal to 0.5%. Description: The Geographic Names Information System (GNIS) is the Federal standard for geographic nomenclature. The U.S. Geological Survey developed the GNIS for the U.S. Board on Geographic Names, a Federal inter-agency body chartered by public law to maintain uniform feature name usage throughout the Government and to promulgate standard names to the public. The GNIS is the official repository of domestic geographic names data; the official vehicle for geographic names use by all departments of the Federal Government; and the source for applying geographic names to Federal electronic and printed products of all types. See http://geonames.usgs.gov for additional information.
